Built on a foundation of American leadership and shared priorities, our mission is to deliver a results-driven Compact Program that strengthens energy security and promotes economic growth in Kosovo.
MCA Kosovo’s primary objective is to implement the Compact Program—an ambitious initiative that includes:
These projects support Kosovo’s ability to meet its own energy needs with affordable and reliable power and open new pathways for economic growth.
As the implementing entity, MCA Kosovo is responsible for ensuring every project meets clear performance goals and delivers measurable results. By coordinating efforts across sectors, the Compact Program maximizes its impact on Kosovo’s energy landscape, economic resilience, and long-term self-sufficiency.
MCA Kosovo operates in close collaboration with the Millennium Challenge Corporation (MCC), a U.S. government agency whose $202 million grant provides a strong foundation for success. This partnership is a clear demonstration of the United States’ commitment to driving market-driven growth, improving energy reliability, and creating a more prosperous future for the Kosovan and American people.
Through targeted investments, strong partnerships, and high-impact projects, MCA Kosovo is advancing a vision of Kosovo as a self-reliant, economically vibrant, and energy-secure nation. Our work reflects a results-oriented approach that prioritizes efficiency, accountability, and benefits for both Kosovo and the United States of America.

Energy storage through battery systems involves using rechargeable batteries to store and release electricity on a large scale. These systems capture excess energy during periods of low demand and supply this energy when demand is high or renewable sources are inactive. They provide grid stability, enable the use of diverse energy sources, and maintain reliable energy supply.
The battery storage system in Kosovo will entail a crucial step towards integrating and optimally utilizing mix of energy sources.

The Compact will end on April 29, 2029

The Millennium Challenge Corporation is an independent U.S. government agency focused on advancing America’s economic and strategic interests through results-driven foreign assistance.
MCC’s investments support large-scale infrastructure, strategic reforms, and economic modernization that deliver measurable returns. Countries and U.S. taxpayers mutually benefit from expanded commercial opportunities for U.S. businesses, reduced influence of competitors, and reinforced global environments aligned with the United States.
The Energy Storage Project aims to support Kosovo’s energy security by using battery storage systems to provide reserves, improving system availability, and reducing the cost of securing adequate electricity for Kosovo.
To strengthen Kosovo’s energy security and economic growth, The JETA Project will support targeted workforce training and upskilling programs in critical energy-related fields.
The American Catalyst Facility for Development Project (ACFD) aims to promote additional private-sector investments in Kosovo’s energy sector. In collaboration with the U.S. International Development Finance Corporation (DFC), the project will create a stronger environment for innovation and growth by catalyzing private sector investment in Kosovo’s energy sector. With this funding, the compact seeks to empower local energy companies to spur growth in Kosovo’s energy sector, including by storing and generating energy.
