The procurement of the Battery Energy Systems in its final phase   

Millennium Challenge Account (MCA) Kosovo is implementing the Energy Storage Project to strengthen the security, reliability, flexibility, and resilience of Kosovo’s electricity system. The project will support new generation, balance supply and demand, and improve energy-sector efficiency. 

MCA-Kosovo is conducting a Limited Bidding procurement in accordance with applicable Millennium Challenge Corporation (MCC) Accountable Entity Procurement Policy & Guidelines and other requirements. 

MCA-Kosovo received two submissions for the “Design and Built of Kosovo’s Battery Energy Storage System (BESS), and Transmission Connection Infrastructure,” advancing the Kosovo Compact’s energy security and resilience goals. 

The procurement covers a 340 MWh battery energy storage system: 250 MWh at the Istog site and 90 MWh in Ferizaj. The facilities will add flexibility and operating reserves to Kosovo’s electricity system. 

MCA-Kosovo will administer the procurement, evaluate submissions, and take subsequent steps under applicable MCC procurement requirements and the solicitation documents. This publication does not alter any requirement, deadline, procedure, or condition in those documents. 

The BESS will respond rapidly to supply and demand changes, provide operating reserves, support system balancing, integrate new generation, and help manage peak demand. 

Construction is planned to begin next year under the Kosovo Compact schedule. The BESS will enter operation after construction, testing, and required approvals. 

About the MCC-Kosovo Compact 

The MCC-Kosovo Compact, implemented by MCA-Kosovo, is a bilateral agreement between the Government of Kosovo and the United States Government, acting through the Millennium Challenge Corporation (MCC). Through an MCC grant providing $202 million, complemented by a $34.7 million contribution from the Government of Kosovo, the Kosovo Compact represents a total investment of $236.7 million to support investments aimed at strengthening Kosovo’s energy sector.
