MCA-Kosovo  and University of Prishtina sign the Implementing Entity Agreement, to advance Kosovo’s Energy Skills Capacity

MCA-Kosovo and the University of Prishtina are advancing the operationalization of the Center
for Energy Skills and Innovation (CESI), a key investment under the MCC-Kosovo Compact,
Energy Skills for the Future Activity of the JETA Project. Through the signing of the
Implementing Entity Agreement, the two institutions are strengthening collaboration to develop
the skilled workforce needed to support Kosovo’s evolving energy sector.

The Center will serve as a sustainable platform connecting education, industry, and workforce
development by providing training programs aligned with labor market needs in the energy and
adjacent sectors.

“The Center for Energy Skills and Innovation is an important step toward building the human
capital that will serve Kosovo’s energy sector for years to come. Through technical assistance,
the development of institutional frameworks, and capacity building, we are laying the foundation
for long-term sustainability. We will also support the establishment of modern training facilities,
including the renovation and equipping of dedicated learning spaces, as well as the development
of industry-oriented training programs, accreditation processes, and career support services,”

said Chief Executive Officer of MCA-Kosovo, Florina Sefaj

A key element of CESI’s development will be the establishment of a governance model that
brings together academic institutions and industry representatives. The CESI Council and
Industry Advisory Board will help ensure that training programs respond to labor market needs
and reflect the evolving requirements of Kosovo’s energy sector.

energy sector, an area of strategic importance to the country and its security,”
said the Rector of
the University of Prishtina, Professor Arben Hajrullahu.

CESI will have dedicated learning spaces, laboratories, and equipment, creating an environment
where students, professionals, and workers can gain practical skills relevant to emerging energy
technologies.

Beyond infrastructure, CESI will focus on developing and delivering industry-oriented training
programs, including through collaboration with employers, workplace-based learning opportunities, and
internationally aligned qualifications. The Center will also support trainees
through career guidance and connections with employment opportunities, helping strengthen
pathways from skills development to employment.

By developing a skilled workforce and strengthening collaboration between education and
industry, CESI will contribute to building the human capital needed for Kosovo’s future energy
security.

The $236.7 million MCC-Kosovo Compact, funded by the United States of America through
Millennium Challenge Corporation in partnership with the Government of Kosovo, supports
strategic investments in energy security, including workforce development to contribute to a
more secure and resilient energy future for the people of Kosovo.
