Energy for the Hours We Need It Most: Board of the Energy Storage Corporation (ESCorp) Constituted

The first constitutive meeting of the Board of Directors of the Energy Storage Corporation (ESCorp) was held at the premises of the Ministry of Economy (ME), marking an important step in the management of Kosovo’s strategic investment in Battery Energy Storage Systems (BESS) with a total capacity of 340 MWh.

Speaking about the role of energy storage in Kosovo’s energy system, Prime Minister Kurti said that the establishment of this new public enterprise adds a capability that the country’s energy system has been missing.

“We have KEK and Ibër-Lepenc, which produce electricity. We have KOSTT, which transmits it. Now, we also have the Energy Storage Corporation, ESCorp, which will store energy for the hours when we need it most. With this new public enterprise, we are adding a capability that our energy system has been missing. ESCorp is 100 percent owned by Kosovo and is a shared asset of our citizens. We protect public assets by managing them well and increasing their value,” said Prime Minister, Kurti.

Minister Rizvanolli emphasized that preparing ESCorp’s team is essential to realizing the full potential of this investment.

“On the one hand, maintaining and operating batteries is an entirely new activity, not only for Kosovo but also for the region. However, ESCorp’s activities extend far beyond their technical nature. Market knowledge and the ability to forecast market developments in a modern market, toward which Kosovo is advancing every day, are just as important as technical expertise in order to optimize the use of the batteries,” she said.

Rinor Gjonbalaj, Resident Country Director of the Millennium Challenge Corporation (MCC), said that the constitution of the Board marks the beginning of a new phase, during which the focus must be on building a professional and financially sustainable public enterprise. He added that, by establishing the institutional foundation for managing and operating large-scale Battery Energy Storage Systems (BESS), ESCorp will play a key role in building a more secure and resilient energy system in Kosovo.

Meanwhile, Florina Duli-Sefaj, Chief Executive Officer at MCA-Kosovo, emphasized that this achievement is the result of a close partnership between the Government of the Republic of Kosovo, the Ministry of Economy, MCC, MCA-Kosovo, and other stakeholders. She noted that this commitment will continue until the battery storage system becomes operational.

ESCorp was established by the Government of Kosovo on March 13, 2024, as a central-level public enterprise, with the Government as its sole shareholder. Its operationalization is part of the implementation of the Compact Agreement between Kosovo and the United States of America, through which Kosovo receives a $202 million in funding from the United States, through the Millennium Challenge Corporation (MCC). Together with the Government of Kosovo’s contribution of $34.7 million, the total value of the Compact Program amounts to $236.7 million.

The battery energy storage systems will have a total capacity of 340 MWh. ESCorp will manage and operate the 250 MWh system in Bellopojë, Istog, while the 90 MWh system in Sojevë, Ferizaj, will be managed by KOSTT. These capacities are intended to enhance the security and flexibility of the energy system, improve the balancing of electricity supply and demand, and facilitate the integration of new energy generation sources.

MCA-Kosovo supports ESCorp’s operationalization through staff recruitment, operational support, and technical assistance. It is also responsible for implementing the project to construct BESS for ESCorp.
